Hi Jean-Baptiste.
It is a problem of Dropbox, that's true, but when you are updating your computer, for instance from Natty to Oneiric, and this download fails, the upgrader stops and doesn't do anything. So in this particular case it is a problem  of Ubuntu. Ubuntu should take care about which packages fail to download additional resources, freeze them, and continue with the installation. Am I right?
