I consider this bug to be of low importance as the described use case is
probably rare. I cannot set the importance though.

Status in “acpid” package in Ubuntu:

Bug description:
  While this behavior is generally OK, it can cause problem on virtual
  servers where X is installed. If a virtualized guest has X installed
  and no user is logged in, the hypervisor cannot cleanly trigger a
  shutdown of the guest in question.
