The following works fine here.  I think you're looking in the wrong
place.  This is a setting for apt, the backend, not aptitude the front-
end.  I'll convert this ticket to a question.  HTH.

$ cat /etc/apt/apt.conf.d/proxy 
Acquire::http::Proxy "http://rie:3142";

       Status: New => Invalid

  aptitude in Oneiric does not respect HTTP proxy settings

Status in “aptitude” package in Ubuntu:
  Invalid

Bug description:
  Just installed  Oneiric x86_64 alpha1. I'm behind a HTTP proxy.
  Therefore I set it both in Settings and also tried in command line
  (export http_proxy=...). The settings are correct - Firefox and wget
  are able to use them to download stuff from the outside Internet.

  When I try to run 'apt-get update'  or 'aptitude update' the programs
  are stuck at downloading indexes and then fail at timeout.
