Thanks, I uploaded a new version of update-manager into the archive that
should fix this problem. In order to use it you will have to run: "do-
release-upgrade --proposed" (or update-manager --proposed).

Title:
Unable to upgrade to 11.10 using kpackagekit because a package is
marked as downgrade
Status in “update-manager” package in Ubuntu:
Fix Committed
Bug description:
When I tried to upgrade from 11.04 to 11.10 through kpackagekit, the I received the error message
"Process exited with code 1".
Michael Vogt (mvo) advised me to file a new bug here https://bugs.launchpad.net/ubuntu/+source/update-manager/+bug/873411
saying that my error stems from a package that is marked as downgrade.
Thinking about his comment I realized that I do have such a package. I installed the clementine audio-player from their bleeding-edge repository http://ppa.launchpad.net/me-davidsansome/clementine-dev/ubuntu/
Clementine is also packaged in the official Kubuntu repos. It is an older version than the bleeding edge one but it gets listed as newer, thus the downgrade, I think.
I could try to uninstall clementine and do the dist-upgrade after that
if you want me to. For now, I'll wait until I get a response here.
There is no preferences file in /etc/apt/ but one in
/etc/apt/preferences.d/ which I attached here.
