[Bug 877514] [NEW] crashes if no ipstables is installed and upgraded over ssh

Public bug reported:

If there is no iptables installed and the system is upgraded via ssh it
crashes.

To reproduce:
1. install openssh-server and remove iptables
2. log into localhost 
3. run do-release-upgrade
4. verify the crash
5. run do-release-upgrade --proposed
6. verify that it works
