As Ted notes, you need to have the -dev packages installed to link
against these libraries. Closing as invalid.

Title:
  Can't link to libext2fs or libcom_err

Status in “e2fsprogs” package in Ubuntu:
  Invalid

Bug description:
  Binary package hint: e2fsprogs

There are no versionless softlinks for libext2fs.so or libcom_err.so
in /lib, so programs expecting to link to either of them with
  -lext2fs, -lcom_err fail with library-not-found errors.
