[Bug 875827] [NEW] ubuntu software center top banner is not clickable

When you hover mouse on the Software Center's top banner cursor changes
it's appearance like you should click on it. But when you click then
nothing happens. The output of the application started with command
"software-center --debug" is attached to the report.
