Same here, while upgrading from 10.10 to 11.10. There is a new bug that
might need to be merged with this one:

  While trying to upgrade  from the live CD, ubiquity got stuck at
  "Restoring previously installed packages". It is still responsive, but
  the progress bar just does not advance.
