[Bug 874318] [NEW] Installer assumes that current bios time is UTC

Public bug reported:

After installation of oneiric, the clocks were moved a few hours
forwards. (The computer is behind a proxy, so the time can't be updated
automatically.) If you don't know about the bug and/or forget to reset
the time after installation,  it can bring a lot of confusion. E.g.,
Ubuntu One refuses to work if the time is wrong

When you select your timezone, it should you tell the installer what
timezone your clock currently are in. But currently the installer
behaves as if the current timezone is UTC, and you switch to a new
timezone.

change current time, it should only update information about the
timezone.
