Status in “xfce4-terminal” package in Ubuntu:
  Confirmed

Bug description:
  Tested with latest daily xubuntu.

  Expected: get the list of logged on users with /usr/bin/who
  What happened: empty list...

  Since this is a core feature, i consider it critical for release.

  Affects : Ubuntu 11.10 oneiric (Xubuntu)
  coreutils 8.5-1ubuntu6
