Given that this was an upgrade issue in 2006, I think by now everyone
who was affected by it has either fixed by hand or acclimatized
themselves to a new keymap.  Colin, I think it's honest to say we're not
going to fix this now?

Bug description:
  After upgrade to latest edgy, the virtual consoles are now using a UK
  "international" layout with dead-keys.  '"' and "'" require being
  followed by a ' ' space to be entered.
