[Bug 872823] [NEW] "Review submitted" translation not loaded

Steps to reproduce:

1. Write a review for an application
2. Submit the review
3. An English "Review submitted" message is shown

Expected:

3. A "Review submitted" message translated in the user's locale is shown

Note that this string is already exposed in Launchpad for translation,
it just seems that SC is not loading the translation. Perhaps related to
bug 872812?
