[Bug 863195] [NEW] There should be secondary language instead of defaulting to English

I installed Ubuntu 11.04 in Kazakh language since I live in Kazakhstan. After that, when installed Skype from Ubuntu App Center, the language of the Skype and other software such as LibreOffice was English. The reason is that there is no Skype or LibreOffce in Kazakh and because of that Ubuntu chooses English as a default language to softwares which doesn't support Kazakh. But the second spoken language in Kazakhstan is Russian and I want to see sofwares which doesn't support Kazakh in Russian, not English. There is a Skype, LibreOffce and other software in Russian.
Even when I downloaded Skype in Russin language from Skype.com, after installation the language was English.
Please make a possibility to choose a language of the software when you are going to install it from Ubuntu App Center, not make English the default. English must be default language if there is no language of the OS you are using or alternative languages you want to choose.
I think it must be made this way: During installation of the OS, it must be asked to choose the language of the OS. Then be asked to choose the language of included softwres. Then choose the language of the software, if there is no language you have chosen. In that case, I could choose the Kazakh language as a OS language, then choose Russian if there is no Kazakh in softwares installed, then if there are no both of the languages, then choose English.
