[Bug 870618] [NEW] debchange: "precise" is the default distribution in oneiric

Public bug reported:

devscripts 2.11.1ubuntu2 alters debchange's default for the distribution
field to "precise".  I can't imagine that that majority of oneiric users
who invoke debchange won't be preparing uploads for oneiric, i.e. for
their PPAs.

>From my skim of the devscripts changelog, it looks like this update
usually waits until after release.  Please consider reverting
debchange's default distribution to "oneiric" until then.
