This has been worked around in Oneiric by increasing the size of the
boot partition in the netinstall image. In addition to this, if the
user is installing to SD, the user will need to change the default
partitioning from "Guided - Use entire disk" to "Guided - Use largest
contiguous free space.

Title:
Boot partition on SD is too small on omap/omap4
Status in “debian-installer” package in Ubuntu:
Confirmed
Status in “debian-installer” source package in Oneiric:
Confirmed
Bug description:
Installer 20101020ubuntu44 creates a 10M partition on the SD for boot
files specific to the omap4 pandaboard, but the sum total of all files
exceeds the partition size. The preinstalled images create a 70M
partition by default. This is the recommended minimum, as flash-
kernel will store the current & previous boot files during updates.
