[Bug 869851] [NEW] Inkscape short description's translations are not being loaded

Despite being translated in Launchpad and available in the language
packs from the app-install-data.mo file, it seems that when Inkscape
appears on the list of apps in the Software Center, its translations are
not loaded and the name and description always appear in English.
