Yes, that is correct. Maybe /root/.synaptic as well, but that is just
log and options, so usually not needed. The output of apt-config dump
and /etc/apt/sources.list and sources.list.d is often useful too.

  When people report a bug regarding synaptic its usually because
  something went wrong when installing packages.  So it'd be useful to
  have /var/log/apt/term.log and /var/log/apt/history.log included.
