[Bug 865985] [NEW] The 'Whats New' section in the Software Centre of 11.10 is blank

Public bug reported:

After installing a fresh cope of 11.10 this morning and updating I have
noticed that the software centres' Whats New section is blank. This
should surely show the last things that have been added to the
repository, or the last popular pieces of software that were added and
not leave a big blank panel in the middle of the s/w centres window. The
Top Rated section is populated but doesn't fill all the available slots
as the screenshot I have attached shows. There are 3 slots left blank.

Please see attached screenshot.

** Affects: software-center (Ubuntu)
     Importance: Undecided
         Status: New
