Ok.  Installing upstart-using packages in a chroot requires additional
configuration, such as creating a /usr/sbin/policy-rc.d script that
returns a 101 status code or using dpkg-divert on invoke-rc.d or initctl
to replace it with true.

If you are running a recent version of upstart *outside* the chroot as
well, there is support for managing jobs relative to a chroot
(https://wiki.ubuntu.com/NattyNarwhal/TechnicalOverviewUpstart).
However, this is usually not what you want to do - you normally don't
want services being started inside of a chroot.  So I'm marking this
report as invalid.
