This is invalid. We don't do userspace CPU speed management anymore.

Title:
KDE Power Applet doesn't work at startup

Status in “powerdevil” package in Ubuntu:

Status in “sysvinit” package in Ubuntu:

Bug description:
  Binary package hint: powerdevil

I've set a powersave profile as default at every "state" listed in the
powerdevil configure screen in KDE. But when I start my computer, it
doesn't choose that profile. KSysGuard shows me the CPU frequencies
are not limited as I configured in my powersave profile. If I switch
to for example Performance and then back to Powersave, everything
  works as expected.

Probably part of the cause: I use the nVidia drivers for my nVidia
Quadro FX770M, which stressed power management in OpenSuSE too.
