This is fixed in oneiric with console-setup 1.57ubuntu26:

  * Backport translations from console-setup 1.63, without which
    keyboard-configuration is completely untranslated (and, indeed,
    untranslatable).  LP: #838669.
  * Bump dependency on debconf as well, to make sure we can parse sr at latin
    translation templates.

Bug description:
  Binary package hint: debian-installer

  I'm using the Ubuntu 10.10 alternate installation cd and the menu item
  "Configure the keyboard" seems to don't be internationalized. If I
  choose german or another language the entry is every time in english.
