Looks like a remnant of an upgrade. Mine is a clean install. As you can
see above, I don't have the file

Bug description:
  Binary package hint: plymouth

  plymouth package's configure script (tested with `dpkg-reconfigure plymouth') generates wrong /var/lib/plymouth/boot-duration file. It consists of 10 lines formatted:
  <number>:event<digit>

  Digits are from 0 to 9, and number should be a floating point number
  from 0 to 1 indicating progress. But, for example, on first line this
  number is `0,132' instead of `0.132' (notice comma/period difference).
  It makes some themes (if not all) miswork.

  Similar file, /var/lib/plymouth/shutdown-duration, is well-formed.
  After changing all commas to periods, themes work right.
