sure this isn't a security issue? people won't get security fixes if
their connection drops while updating package lists for
http://security.ubuntu.com/ubuntu.

  update-manager should handle failed package list updates

Status in “update-manager” package in Ubuntu:

Bug description:
  At some point last week update-manager failed to upgrade the package
  list. Now it tells my package information has been updated last 7 days
  ago. When pressing the "Check" (for updates) button the following
  error message is shown:

      W:Failed to fetch http://de.archive.ubuntu.com/ubuntu/dists/oneiric-proposed/main/binary-i386/Packages  416  Requested Range Not Satisfiable [IP: 141.30.13.30 80]
      , E:Some index files failed to download. They have been ignored, or old ones used instead.

  Now I know, that I can safely clean the /var/lib/apt/lists/ folder to
  solve that problem, but to avoid non-technical users being prevented
  from installing security updates, update-manager should do this
  cleanup automatically.
