[Bug 897000] [NEW] Hebrew Lyx keyboard: missing the Rafe symbol

The Lyx keyboard layout is very convenient, but would become even more
useful for partially-punctuated text if the Rafe symbol (a thin
horizontal line on top of the letter) were added. This symbol is also
essential for Yiddish text. See e.g.
