[Bug 893519] [NEW] Wireless Dialog comes *after* asking of one wants to download during install

Public bug reported:

Installing 11.10 without a cable, one can not select download updates
during install since the Wireless Connection dialog comes after that
dialog, if you sidestep the install wizzard and connect at the top
right, it asks you again to connect.

So this is more two bugs:
 - connecting to a wireless network has to happen before giving the option to update during install
 - if a wireless connection is established, i.e. through the nm-applet do not ask for it again
