  Maximized windows have no windows buttons in ubiquity-dm

Status in “ubiquity” package in Ubuntu:
  Triaged

Bug description:
  TEST CASE:
  - Boot a desktop image
  - when ubiquity-dm shows up, click on release notes to open firefox
  - if firefox is not maximized by default, maximize it

  Result
  There is no windows button displayed on the top panel and the window cannot be easily reduced/restored.
  This situation is common on hw with limited screen resolution like netbooks.
