  update-manager fails to authenticate user on install updates

Status in “update-manager” package in Ubuntu:
  Invalid

Bug description:
  After in-place distribution upgrade from 11.04 --> 11.10 on amd64,
  update-manager fails to prompt for sudo password upon starting an
  upgrade to selected packages; it proceeds to perform the upgrade
  successfully. Expected it to prompt for password.
