Title:
gVim freezes when entering input mode and Chinese IME (IBUS) is
  installed

Status in “vim” package in Ubuntu:
  Confirmed

Bug description:
I have a Chinese input method enabled (IBUS), but it's not the
default. (The default is US English)

Every time I open gvim, and press 'i' to enter input mode, it freezes
for about 10-15 seconds. Note that English input is active during
this time! In the terminal I get

(gvim:4376): IBUS-WARNING **: Create input context failed: Timeout was
  reached.

Also, (unrelated), gVim either prints messages like "** (gvim:4376): WARNING **: Unable to register window with path '/com/canonical/menu/4E00024': Timeout was reached" and shows the menu in the application window (instead of top of screen), or *shows no menu at all*, which made it a real pain to report this bug (because I need the Help menu). It's a common problem for several applications on 11.10, including Synaptic and Spotify.
