I am also suffering from this bug.  Software Center and Update Manager
initially worked but now exhibit these exact same symptoms.  I can't pin
down an exact change that may have caused this.

I am willing to provide any detail or debugging steps necessary to
troubleshoot this issue.

Bug description:
  Binary package hint: software-center

  After serveral actualizations the software-center works only if
  started from terminal with "sudo". Started from the menu, it will just
  do nothing when pushing the "install" button. This does noet occur
  when started from terminal with "sudo".
