Hi NoahY:  would you please tell me me how to (installed gcc-locales) on Ubnuntu?  I am using 10.04(then upgrade my linux kernel through ubuntu's apt to 2.6.35-25) and self upgrade gcc from ubuntu's 4.4.3 to 4.5.2
and
how to make (g++ -v or gcc -v) output with --enalbe-clocale=gnu ? (I guess in your example is in 'mtune=generic',
make gereric   be
         gnu)?

  I cannot compile anything, even the smallest test program using the
  latest gcc compiler (4.4.1).  Using an earlier compiler works, at
  least for a test program.  Here is the output for ~/ffmpeg/.configure:

  gcc is unable to create an executable file.
  If gcc is a cross-compiler, use the --enable-cross-compile option.
  Only do this if you know what cross compiling means.
  C compiler test failed.

  If you think configure made a mistake, make sure you are using the latest
  version from SVN.  If the latest version fails, report the problem to the
  ffmpeg-user at mplayerhq.hu mailing list or IRC #ffmpeg on irc.freenode.net.
  Include the log file "config.err" produced by configure as this will help
  solving the problem.

  and for ~/x264/configure:

  No working C compiler found.
