Title:
Bzr claims all files have been modified

Status in Bazaar Version Control System:
  Expired
Status in “bzr” package in Ubuntu:
  Expired

Bug description:
  Binary package hint: bzr

Bzr claimed that all files had been modified upon a commit. It took
longer than normal to upload, but did not spend enough time to have
uploaded everything. The online log says all files were modified, but
only has diffs for the ones that actually were.
