Just want to +1 this bug so it is confirmed it is a real problem.
Installed Ubuntu 11.04 64bit on my new laptop today and ran into this. The mousepointer was just spinning and spinning and I couldn't select either back or forward to get away from the screen.
Luckily I was at home and could look up this bug on my stationary computer.

Turned of the laptop, restarted and it tried to boot on my HD instead of my Ubuntu-install-USB. This made the computer hang with a cursor blinking in the upper left corner.
I had to enter the BIOS and rearrange the boot-order to get the installation going again, this time avoiding the keyboard and only using the touchpad to navigate. Install completed ok after that.

It's not a MAJOR bug, but I hope it's a quick little thing to fix.
People shouldn't need to go into BIOS and muck around. It's just not
perfectly userfriendly ;-)

  This bug exists on Ubuntu 11.04 Desktop Edition but I've  experienced
  this bug on previous versions too. I can't remember which exactly
  though.

  Sometimes, while selecting different countries in the left list, the
  layouts in the right list freeze in one of the countries selected.
  After this happens, selecting a different country will not refresh the
  layouts list and it's impossible to complete the installation as
  clicking on either "Back" or "Forward" won't work.

  I couldn't find any way to continue with the installation besides
  rebooting the system and restarting the installation process.

  I'm not sure about the combination of factors that lead to this bug
  but I believe that one of them is how fast you switch between
  countries. I think that the background installation process may have
  something to do with it too.

  1) The quickest way to reproduce this problem is to press the cursor
  up key repeatedly and quickly while the focus is on a country. At one
  point the layout list on the right will cease to update.

  2) This happened to me more frequently when going through the list
  with the cursor keys but I was also able to reproduce it using only
  the mouse.

  3) If I wait for the layout list on the right to load before selecting
  a new country, then I can't reproduce the problem, so switching while
  the list is loading seems to be part of the problem.

  This happens to me a lot on new installations because, to get to
  Portugal faster, I press "p", "o" (which selects Poland) and down
  cursor key to select Portugal. If I do this too quickly, chances are I
  have to restart the installation process.
