[Bug 802065] [NEW] Enhancement: Soft-reboot using kexec instead of hard-rebooting

Public bug reported:

Currently, when updates that require a restart are done (ie: linux-
kernel), the user is advised to do a full system restart for these
changes to be effective.

Instead of doing a full restart as currently done, the user can be
prompted to restart using kexec, to avoid the BIOS/firmware stage of the
reboot process, hence achieving the same result in far less time (some
motherboards have a aditional chipsets that initialize sata/raid drives,
that can add up to 15 seconds to reboot process.

GRUB parameters can be detected and passed onto kexec, resulting in a
far faster "reboot".
