Binary package hint: update-manager
The localized (german) part of this error message states that "issues can not be fixed" because there are "packages held back or broken". However, I'm not aware of having held back or broken packages. None of the following commands did provide any output:
dpkg --configure -a
dpkg --get-selections | fgrep hold
aptitude search ~ahold
I did have some packages which had configuration files left (removed, not purged packages), though:

It turns out that "apt-get purge <packagename>" silently fails to
remove packages (while "dpkg --purge <packagename>" does), but this
may be unrelated.
