[Bug 365534] [NEW] IDLE crashes on code completion

1.Launch IDLE for Python3
2.Press Ctrl-Space
3.IDLE will crash with traceback:

UnicodeDecodeError: 'utf8' codec can't decode bytes in position 0-1: illegal encoding

Note: selecting Edit->Show Completions seems to work ok
