Update: I have determined that this bug is related to hardware.  I was
attempting to install from an IDE (or PATA) DVD drive to a SATA hard
drive. I identified this issue with the installer for Ubuntu Server
10.04 - see bug

The Ubuntu 11.04 alternate CD will not install from an IDE DVD drive to
a SATA hard drive. The symptoms are identical to those described in bug
682159.

Ubuntu 11.04 installs with out issue from a SATA DVD drive to a SATA
hard drive.

  unable to install boot loader

Status in “ubiquity” package in Ubuntu:
  New

Bug description:
  Binary package hint: ubiquity

  PC is a Dell XPS4600 Pentium 4 with a Seagate 160 GB SATA drive.
  Installation is from 11.04 32 bit live CD.
  Installation fails when configuring boot loader. Message "cannot install boot loader to /dev/sda" and asks me to select another location. I tried other partitions on drive and received same message.  As requested I am attaching syslog and partman files.

  I installed 10.04 successfully then tried 11.04 again. Same error.
