Title:
install to iSCSI target results in system that will not boot

Status in “open-iscsi” package in Ubuntu:
  Triaged

Bug description:
  Binary package hint: base-installer

Installation of 10.04.1 server to iSCSI target on a diskless system.
Installation completed but on first boot, the following messages were
seen (the first four lines repeated many times, I show only two
instances). After dropping to a shell I executed several commands as
suggested by the error message, that output is shown as well):

  Begin: Retrying network configuration ...
ipconfig: eth0: SIOCGIFINDEX: No such device
  ipconfig: no devices to configure
  /scripts/local-top/iscsi: .: line 421: can't open /tmp/net-eth0.conf

  Done.
Gave up waiting for root device. Common problems:
   - Boot args (cat /proc/cmdline)
     - Check rootdelay= (did the system wait long enough?)
     - Check root= (did the system wait for the right device?)
   - Missing modules (cat /proc/modules; ls /dev)

This issue appears somewhat similar to launchpad bug 546964, however
the suggested workaround in that bug (putting 'ip=:::::eth0:dhcp' on
the kernel command line) did not resolve this issue.
