Title:
Unity progress bar should hide when not needed

Status in “update-manager” package in Ubuntu:
  New

Bug description:
  Binary package hint: update-manager

Recent update-manager in Oneiric shows a unity progress bar, however
it doesn't go away when the upgrade is complete, which is confusing
and obscures the icon. It should only be shown when there is progress
  to report.
