Thanks for all the requested info.  Moving to dpkg on account of the
following errors:

ERROR got an error from dpkg for pkg: 'memtest86+': 'subprocess installed post-installation script returned error exit status 126'
DEBUG running apport_pkgfailure() memtest86+: subprocess installed post-installation script returned error exit status 126

ERROR got an error from dpkg for pkg: 'ubuntu-standard': 'dependency problems - leaving unconfigured'
DEBUG running apport_pkgfailure() ubuntu-standard: dependency problems - leaving unconfigured
