Problem at hand is with the program "gnome-keyboard-properties", which is part of the package "gnome-control-center". Assigning to that package.

Title:
When using "Make Caps Lock an additional Ctrl" keyboard option, doing
a dist-upgrade causes caps lock to revert to a caps lock key
Status in “gnome-settings-daemon” package in Ubuntu:
Confirmed
Bug description:
Binary package hint: update-manager
1. Enable "Make Caps Lock an additional Ctrl" (Explained in comment #3)
2. Run update-manager -d and follow the steps
3. Caps lock's behavior reverts to enabling/disabling caps lock during the "installing packages" step (I think)
To fix, I had to go into Keyboard Layout Options, and then uncheck and check the "Make Caps Lock an additional Ctrl" option.
