Same here. Fresh Installation of 11.04 and no access via the indicator
panel or system settings tool.

The indicator panel applet does nothing but the spinner shows for a while when I launch from the systems settings menu. However
I did manage to get it to launch from the Terminal by typing:

[        sudo indicator-datetime-preferences        ]

but most of the options are greyed-out and the terminal window also
shows an error:

** (indicator-datetime-preferences:3138): WARNING **: Could not connect
to geoname lookup server: Operation not supported

Hope this helps move things forward....

  Time & Date Settings not working after upgrade to 11.04

Bug description:
  Binary package hint: dbus

  After upgrading to 11.04 the Time & Date Settings app is not working for one user, but does for another.
  When I click on the time in the top panel and select Time & Date Settings nothing appears to happen.
  If I run indicator-datetime-preferences in a terminal I see:

  (indicator-datetime-preferences:5387): Unique-DBus-WARNING **: Error
  while sending message: Did not receive a reply. Possible causes
  include: the remote application did not send a reply, the message bus
  security policy blocked the reply, the reply timeout expired, or the
  network connection was broken.

  For a different user it works ok.
  For reference only as I do not think it is likely to be connected, for this user also the left Win key does not function as Super, though the right does.
  I have set the package as dbus due to the error message, it would not let me select indicator-datetime-preferences, saying it does not exist.
