Bug description:
  Hi,

  the popularity contest results that can be obtained from [1] contain
  invalid package names:

      % zgrep texlive-lang-norw all-popcon-results.txt.gz
      Package: texlive-lang-norwegiant8,��▒i�d�6!Eԍ     0     1     0     0
      Package: texlive-lang-norwegian           322 23930   898  8008

  There are also some package names that contain slashes.  This also
  should not happen.

  It would be nice, if there was a basic check for valid names (e.g.
  only characters from [a-zA-Z0-9.-+] as documented in [2]).
