You have custom PPA's installed on the system which are stalling the upgrade.  You need to remove those PPA's and the packages that were installed with them.  Consider the tool 'ppa-purge'.  Marking invalid as this is not a problem with the operating system.  Feel free to leave comments even though it is marked invalid.

Status in “update-manager” package in Ubuntu:
  Invalid

Bug description:
  Binary package hint: update-manager

  I get this error when I try to upgrade my distro. I have tried many
  different solutions, but none worked out for me.

  $ lsb_release -rd
  Description:	Ubuntu 10.10
  Release:	10.10

  $ apt-cache policy update-manager
  update-manager:
