Title:
  synaptic cannot apply "complete removal" actions

Status in “synaptic” package in Ubuntu:
  Confirmed

Bug description:
  On Natty.  To reproduce

  1) arrange things so that you have a package on your system that is
  not installed but for which configuration data is still present
  (indicated as not installed with residual config in synaptic). For
  instance remove a package without the "complete removal" action

  2) start the synaptic package manager

  3) search for said package and select "mark for complete removal"

  Expected result:

  The "apply" button that is initially grayed out gets activated.
  Pressing the button the package is purged.

  What happens:

  The apply button remains grayed out. Unless some other package is
  marked for installation or removal, the apply button remains inactive.

  As a consequence an individual package for which only configuration
  data is present cannot be purged unless some other action is performed
  at the same time.
