Status in “debootstrap” package in Debian:

Bug description:
  Binary package hint: debootstrap

debootstrap does not support https transport although it probably
could. When you attempt to debootstrap using a mirror served over
https, debootstrap will fail complaining about the url being an
unknown location. This is due to debootstrap specifically looking for
  "http://" in the url.
