Looking at http://dk.archive.ubuntu.com/ubuntu/pool/universe/x/ there
are missing directories there. This mirror seems to be out of sync.

You should try another mirror from this list https://launchpad.net/ubuntu/+archivemirrors
I'm closing this report because, as Brian said, it is not a bug with update-manager.

  Alt+F2: update-manager -d and select the release-update/-upgrade from
  Natty to Oneiric - runs well until it fails because it cannot access
  some files ("403") - I don't recall exactly which files (xorg?)
