Public bug reported:
I'm running Ubuntu 11.04 and installed subversion subversion_1.6.12dfsg-
4ubuntu2.1_amd64.deb and noticed that the ~/.subversion directory
created is owned by root. This prevents changes required to save site
certificates and passwords. The workaround is to change the ownership of
the directory using chown -R ${USER}. ~/.subversion as described at
http://ubuntuforums.org/showthread.php?t=1390218 over a year ago.
