This is fixed in oneiric as we can see by the recommends of linux:
Package: linux-image-3.0.0-6-generic
Priority: optional
Section: admin
Installed-Size: 147556
Maintainer: Ubuntu Kernel Team <kernel-team at lists.ubuntu.com>
Architecture: amd64
Source: linux
Version: 3.0.0-6.7
Provides: fuse-module, ivtv-modules, kvm-api-4, linux-image, linux-image-3.0, ndiswrapper-modules-1.9, redhat-cluster-modules
Depends: initramfs-tools (>= 0.36ubuntu6), coreutils | fileutils (>= 4.0), module-init-tools (>= 3.3-pre11-4ubuntu3), wireless-crda
Pre-Depends: dpkg (>= 1.10.24)
Recommends: grub-pc | grub-efi-amd64 | grub-efi-ia32 | grub | lilo (>= 19.1)
However, it is still an issue for Natty:
Package: linux-image-2.6.38-8-generic

Title:
grub-pc replaces grub-efi and grub-efi-amd64 on upgrade
Status in “linux” package in Ubuntu:
Confirmed
Status in “linux” source package in Natty:
Triaged
Bug description:
I just installes Ubuntu 11.04 on my new system (booting with efi) and
when I try to upgrade the system synaptic suggests to remove grub-efi
and grub-efi-amd64 with grub-pc.
This type of problem was reported long ago but unfortunately never
fixed. Since many non mac systems start to support uefi I think it
gets important to fix this problem. For more details see also bug
532903.
