Just confirmed on IRC with Jamie that changing %2E to ~ in the
bound_location in .bzr/branch/branch.conf fixes the issue.

Bug description:
  If I run 'bzr update' in some of my bzr bound trees, I get this
  traceback. This is a highly critical bug for me, as I cannot perform
  my work duties:
