[Bug 813867] [NEW] update-manager now builds dist-upgrader with all arches

Public bug reported:

As of the new packaging, update-manager now builds dist-
upgrader_all.tar.gz in every build, not just the arch-indep build, which
means several files of the same name land in the queue at once, and
Soyuz has a sad.  Please fix it to only create them during binary-indep,
as before. :)
